Definitions
"Off-road vehicle" means any motor vehicle designed for or capable of cross-country travel on or immediately over land, water, sand, snow, ice, marsh, swampland, or other natural terrain;
Motorcycle" means any motor vehicle designed to travel with not more than two wheels in contact with the ground, and so that the driver sits astride the vehicle frame and a Class III all-terrain vehicle as defined in ORS 801.194;
"Multi-wheeled motorized vehicle" means a Class 1 all-terrain vehicle as defined in ORS 801.190 and any other motor vehicle, except a tractor, designed to travel with three or more wheels in contact with the ground, with the driver sitting astride the vehicle frame
Mandatory Safety Training Age
Jan. 1, 2010 30 and under

If you are under 30 you are required to take safety training which can be taken online here:
There is no minimum age to take the online course, though some children may have a difficult time with the course material. We strongly encourage parents to go through the course materials and test with their child/children. Parents who participate and who pass the test will receive their safety card as well. Even parents who choose not to take the test usually find the course both informative and enjoyable.
Liability Insurance
Liability insurance is required by law for all Class II vehicles (ref: ORS 806.012 & 806.020). Contact your insurance company for more information.
Operator requirements
Must be at least 7 years of age
All youth under age 16 must hold a valid ATV Safety Education Card.All youth under age 16 operating a Class I or Class III ATV on public lands must be supervised by an adult who is at least 18 years old and holds a valid ATV Safety Education Card and can provide immediate assistance and direction to the children.Youth and any passengers under age 18 must wear a DOT approved helmet with the chin strap fastened.
Equipment Standards for Off-Road Vehicles
lag. All vehicles must display a highly visible red or orange flag when operating on the sand. The flag must Be displayed at a height of at least nine feet from the ground level when the vehicle is under power; and Have one side that is at least eight inches wide, and be at least twelve inches long.
Fire Extinguisher
Fire Extinguisher. All vehicles, except motorcycles and multi-wheeled motorized vehicles, must be equipped with a functional dry chemical type fire extinguisher of at least two pounds capacity that is approved by the Underwriters Laboratories or other acceptable testing agency;
ATV Permit Information
You must display an ATV permit if you are operating your ATV on public land (and even then, the land must be specifically designated for ATV use). The ATV Permit Fee is $10.00 (Most permit agents charge an extra .50), and it is valid for two years.
Out of State Permits
An ATV/OHV operating permit that is issued in another state shall be honored in the State of Oregon if the issusing state also honors an Oregon ATV operating permit.
